SARAJEVO: MINISTER DELIĆ PRESENTED E-PLATFORM MINISTRY OF ECONOMY KS AT ‘ORACLE ANNUAL CONFERENCE’



SARAJEVO, MARCH 17 (ONASA) – Within the framework of the “Window to 2030, the year” conference held yesterday, organized by the company “Oracle”, the Minister of Economy of Sarajevo Canton Adnan Delić presented the e-platform of the Ministry of Economy for allocation of incentive programs.
The e-platform of the Ministry of Economy of KS was developed on the basis of “Oracle” state-of-the-art software, and it was implemented by the local company “Mibo Communications”.
The platform was developed with the support of USAD’s FINRA project, through which this investment worth slightly more than 700.000 BAM was financed.
The entire process of development and the testing phase was completed by the Ministry in cooperation with “Mibo Communications” in less than six months, which is the shortest period of implementation of such a demanding project that the company “Oracle” implemented in public institutions.
Minister Delić recalled that the process of digital transformation of incentive programs in the Ministry of Economy was an idea that he wanted to implement right after assuming the mandate and that, despite many obstacles, giving up digitalization was not an option.
“As a rule, public administration is too bureaucratized and quite slow compared to the economic sector, which is catching up with the trends of the technological and digital age. We, as their service, have to follow their development and not only have to follow them, as a rule, the public sector should be the initiator of changes and improvement of the process”, emphasized Minister Delić.
He reminded that the platform was completed at the end of last year and that it passed the test phase, and that he expects that it will be put into operation this year, that is, that this year’s incentive funds will be realized on the e-platform for the first time. He underlined how digital transformation is a step forward in strengthening the transparency of the process.
“Digitalization is a further step in increasing the degree of transparency, considering that a year earlier we also introduced online registers of incentives for small businesses and agriculture and thus made it possible for all of them to be publicly available. With digitalization, we now practically make the process of selection and approval of grant funds and incentives more transparent, that is, more visible, because everyone who applies via the e-platform will immediately know whether they meet the necessary conditions or not. In fact, in this way, we reduce the influence of the human factor and any intentional or unintentional oversights that the human factor can make, and this is especially important due to the collapsed trust of users in the system and institutions. We believe that digitization will contribute to reducing that gap, and that it will therefore increase the interest of those who will apply for some of the support programs we have in the Ministry,” said Minister Delić.
The Ministry of Economy of the KS is the first public institution that has taken steps in the field of digital transformation of incentives, not only in Bosnia and Herzegovina, but also beyond.
According to Jovana Vidaković, head of “Oracle’s” regional sector for business with public institutions, the KS Ministry of Economy’s e-platform is currently unique in the region and is a model that could be multiplied in other ministries.
As she stated, two ministries from the KS Government have already sent a request to “Oracle” to harmonize this platform with the needs of public calls in their departments as well, announced the Protocol and Press Service of the KS.
