SARAJEVO, MARCH 23 (ONASA) – At today’s session in Sarajevo, the Government of the Federation of Bosnia and Herzegovina, at the proposal of the Federal Ministry of Labor and Social Policy, adopted the Decision on the adoption of the Fund Spending Program with the criteria for the distribution of funds for current and capital transfers determined by the FBiH Budget for 2023 to this ministry in the total amount of 4.840.000 BAM.
Within the current transfers to non-profit organizations, an amount of 200.000 BAM is planned for the implementation and introduction into the law of non-war disabled persons. The distribution of these funds will be carried out through an official notification to all centers for social work and municipal services of social protection from the territory of the FBiH as assistance for current, increased material costs, incurred as a result of the continuous introduction into law and administration of payments to non-war disabled persons, in the process of implementing the federal Law on the basics of social protection, protection of civilian victims of war and protection of families with children.
The amount of 500.000 BAM is intended for the implementation of the Law on Protection from Domestic Violence, through a program to support the operation of safe houses and shelters for housing victims of domestic violence. The allocation of these funds will be made through a public call, and the evaluation procedure for meeting special criteria will be carried out based on a points scheme drawn up by the Federal Ministry of Labor and Social Policy, which will be available to all interested applicants in the manner determined by the public call.
For the celebration of “Children’s Week” in the territory of the Federation of Bosnia and Herzegovina, a transfer in the amount of 40.000 BAM is planned through the support program for gifted pupils and students who are in an unfavorable socio-economic situation, the distribution of which will be made through an official notification to centers for social work or municipal services. for social protection in the territory of the Federation of Bosnia and Herzegovina.
The transfer for organizations of civil disabled people is planned in the amount of 500.000 BAM through the program to support the functioning of disabled persons, and the distribution of these funds will be realized on the basis of a public call.
1.500.000 BAM is planned for the co-financing of the work of social protection institutions for care at the level of the Federation of Bosnia and Herzegovina, through the program of assistance to these institutions for the co-financing of the costs of their work and operations.
The distribution of these funds will be made through an official notification to the relevant federal institutions of social protection, and the procedure for checking the fulfillment of special criteria will be carried out based on an inspection of the relevant financial documentation from the previous year.
For the Strategy for Improving the Rights and Position of Persons with Disabilities in the Federation of BiH 2022-2027. a transfer in the amount of 20.000 BAM is planned to improve the social inclusion of marginalized groups, and their distribution will be realized on the basis of a public call.
The transfer for the financing and work of pensioners’ associations at the Federation level, in accordance with Article 125 of the Law on Pension and Disability Insurance, is planned in the amount of 80.000 BAM, and the expenditure of these funds will be carried out with the purpose of enabling the regular and smooth functioning of representative associations of pensioners and their members.
The expenditure program adopted today also plans a capital transfer to non-profit organizations, institutions for care at the level of the Federation of Bosnia and Herzegovina in the amount of 2.000.000 BAM, through the program of developing existing and establishing new forms of social services, and improving accommodation conditions for users and work for employees. The distribution of these funds will be made through an official notification to the respective federal institutions.
In accordance with today’s decision, individual decisions on the allocation of funds in all current and capital transfers are made by the federal minister of labor and social policy, and on the basis of them, a contract on cooperation, use and the manner of spending funds will be concluded, which will regulate mutual rights and obligations in more detail beneficiary of the funds and the Federal Ministry.
