SARAJEVO, JUNE 7 (ONASA) – The Central Election Commission of Bosnia and Herzegovina has published answers to the most frequently asked questions about polling committees for the Local Elections in Bosnia and Herzegovina in 2024.
Question: Does the duration of the engagement of the deputy member of the electoral committee affect the amount of compensation?
Answer: Deputies of members of the polling committee exercise the right to compensation if they worked at the polling station during the day of the election, which will be confirmed by inspecting the Minutes of the work of the polling committee. The president of the polling committee is obliged to record in the Minutes of the work of the polling committee the time when the deputy member started working at the polling station, and the time of engagement does not affect the amount of the fee.
Question: What about coalitions and how to solve it in the context of appointing election committees? For example, the coalition consists of political entities that won the mandate(s) in the previous elections and parties that did not win mandates.
Answer: Such coalitions are treated as a new political entity and, as such, do not have the right to participate in the drawing of lots for positions in electoral committees.
Question: How should we proceed regarding the filling of membership in the electoral committee when it comes to coalitions that apply under a different name and/or apply without a member of the coalition or with another member of the coalition?
Answer: In accordance with Article 4.14. According to the Election Law of Bosnia and Herzegovina, a coalition may retain the name under which it was certified for the previous elections only if it is composed of the same political parties that were certified as a coalition in the transitional elections.
Also, only political subjects represented in the directly elected body of local self-government, and who received a mandate at the time of confirmation of the results in the previous cycle, can participate in the allocation of positions in the Electoral Committee. If the coalition registers under a different name, but with exactly the same members of the coalition, it can participate in the allocation of seats in electoral committees. If they are not the same members of the coalition, it is considered to be a new political entity and as such has no right in the allocation of seats in electoral committees.
Question: What about the members of the electoral committees against whom proceedings are being conducted, and in connection with the annulled elections in Srebrenica, have the proceedings against them been completed and can they be members of the electoral committees in the next elections? In the event that the process is ongoing, what is the position of the Central Election Commission of Bosnia and Herzegovina regarding the appointment of these persons to electoral committees?
Answer: Persons against whom the Central Electoral Commission of BiH and/or the competent court have not imposed sanctions can be appointed to electoral committees.
Question: Can political subjects who have changed their name and have a mandate in the council participate in the allocation of seats in electoral committees?
Answer: Yes, if only the name was changed.
Question: Is the amount of compensation for presidents of polling committees at polling stations the same for absences, unconfirmed ballots and mobile teams?
Answer: The Central Election Commission will determine the amount of compensation for the mentioned polling stations by a special decision, or by amending the Decision on compensation for work in polling committees.
Question: In accordance with Article 2.19 paragraph (7) of the BiH Election Law, and Article 2 paragraph (1) of the Instructions on the drawing of lots for political subjects for a place in the electoral committee for the Local Elections in Bosnia and Herzegovina in 2024, it is necessary to clarify the drawing of subjects in biracial committees when the same was left without a mandate, i.e. when they left the political entity or have excluded from the party councilors/committees who were elected in the 2020 Local Elections. year, and the subject was left without any valid mandate (situation as with collection statement for exemption from collecting signatures of support). Is it political in that case as well? entities participate in the draw, if they are of course properly registered for the Local Elections in 2024?
Answer: Only political entities represented in the directly elected local authority of self-government, which received the mandate at the moment of confirmation of the results in the previous one cycle, they can participate in the allocation of positions in the electoral committee. In this case, a political entity that has won a mandate can participate in the allocation of seats in the polls committees.
