FEDERAL ADMINISTRATION FOR INSPECTION WORKS: IN OCTOBER AND NOVEMBER, MORE THAN 1,800 ENHANCED INSPECTION SUPERVISIONS WERE CARRIED OUT, DETERMINED VIOLATIONS IN AMOUNT OF OVER 600,000 BAM

SARAJEVO, DECEMBER 5 (ONASA) – During the implementation of the second cycle of intensified inspections in the area of the fight against the “gray economy” (work for black and unregistered workers, unregistered entities or work without authorization, non-issuance of fiscal invoices), inspectors of the Federal Administration for Inspections jobs are in the period from 9.10. until November 30, 2023 performed 1,801 enhanced inspections and 25 control inspections, in which violations were recorded, which entailed the issuance of 636 misdemeanor orders with a financial burden of 600,432.00 BAM.
Subjects of supervision where minor deviations were observed were issued 134 decisions on the elimination of deficiencies, and they will not be sanctioned as a misdemeanor due to the omission if they eliminate them within the deadline. 69 decisions on temporary work bans were issued, and the amount of 1,413,319.65 BAM was recorded for the collection of fees for water, forests, roads and air. During inspections in the field of labor relations in cooperation with cantonal labor inspectorates, 13 illegal workers were found.
In the controls based on the FBiH Fiscal Systems Act, it was determined that each of the 786 controlled entities has a fiscal cash register, while 15 entities did not issue fiscal invoices at the time of the control, for which they will be sanctioned as a misdemeanor. Penalties for failure to issue a fiscal invoice are prescribed by the Law on Fiscal Systems of the FBiH, and range from 2,500 BAM to 20,000 BAM for a legal entity – obligee, from 1,000 BAM to 3,000 BAM for a responsible person in a legal entity, and from 3,000.00 KM to 10,000 BAM for an entrepreneur.
Enhanced inspections are carried out by mixed teams of the Federal Administration for Inspection Affairs in cooperation with cantonal inspection bodies, in accordance with the “Program of enhanced inspection inspections in the territory of all cantons in the Federation of Bosnia and Herzegovina”, through two cycles – the first from March to August, and the second from October until December 2023.
From the beginning of the implementation of enhanced inspections in the FBiH in March 2023 until November 30, 2023, 5,473 inspections and 99 control inspections were carried out, in which violations were determined, which entailed the issuance of 2,284 misdemeanor orders with a financial burden of 2,776,658.00 BAM. 190 decisions on temporary prohibition of work were issued, and 436 decisions were issued on the elimination of deficiencies to the subjects of supervision where minor deviations were observed. The amount of 1,941,973.54 BAM was recorded for the collection of fees for water, forests, roads and air. In supervisions in the field of labor relations in cooperation with cantonal labor inspectorates, 64 workers were found black. The Federal Market Inspection established that, out of a total of 2,416 controlled entities, all of them have a fiscal cash register, and that 200 entities did not issue fiscal invoices at the time of the control.
In addition to the above-mentioned inspections, there are also, among other things, control of the circulation of goods and services, keeping business books, circulation of wood assortments, circulation of construction materials, use of financial incentives in agriculture and rural development, performance of pharmaceutical activities, and supervision in other areas of competence 11 federal inspectorates. Increased supervision will last until 22 December 2023.
